As the June 30, 2026 deadline approaches, school districts that have been unable to hire a full-time credentialed arts educator using Proposition 28 funds may have another option.
Under Proposition 28’s Arts and Music in Schools (AMS) funding requirements, school districts are expected to spend at least 80% of funds on certificated or classified employees providing arts education. However, districts experiencing hiring challenges or other barriers may request a waiver from the California Department of Education (CDE) for “good cause.” If approved, the waiver provides greater flexibility in how Prop 28 funds can be used to support arts education.
For many districts, a waiver can open the door to arts education partnerships that expand access to high-quality arts education. Community arts organizations can help schools deliver high-quality, standards-aligned arts programs while meeting local needs and ensuring students continue to benefit from meaningful arts learning experiences.
